This Paper provides the county resource envelop and presentsa fiscal framework for the next budget and the medium term. It also setsindicative ministerial ceilings in line with outlined sector key strategicobjectives as set out in the County Integrated Development Plan (CIDP) andthe Governors Manifesto. This is enunciated in the 2017/2018 AnnualDevelopment Plan with emphasis on investment in; roads and infrastructure,accessibility of clean water, accessible health care, provision of qualityeducation, developingexisting tourist attraction sites and Supporting Investment and Trade hence meetingthe governments overall objective of improving the livelihoods of itscitizens.
