Description | The Makueni 2014 County Fiscal Strategy Paper is the first to be prepared. The CFSP sets out thepriorities of the County in the medium term as outlined in the County Integrated DevelopmentPlan (2013-2017) and aligned with the Second Medium Term Plan of the Vision 2030.The CFSP outlines the key government interventions in the next fiscal year. The emphasis will beon allocating resources to programs. This years budget will be programme based as required bythe Public Finance Management Act, 2012.The County Government will continue to invest in the infrastructure, health, agriculture andwater sectors to spur county growth. More emphasis will be geared towards increasing equity insharing of the resources in line with the County Vision A County where resources aresustainably harnessed and equitably shared for the benefit of every householdThe County is prone to perennial droughts, which are development challenges that are likely tohamper growth. To address such challenges, the county government will introduce sorghumfarming targeting 20,000 farmers and 60,000 hectares of plantation.Governance and accountability in the management of public resources remain key in theimplementation of planned programmes. Efforts to create awareness in the citizenry on theimportance of paying taxes and rates through tax clinics will be undertaken.Continuous monitoring and evaluation will be undertaken through the socio economic planningsection. A monitoring and evaluation policy will be developed and submitted to the executive forapproval.Monthly and quarterly Budget expenditure reports will be submitted to the executive by thebudget and expenditure section. This will enhance adherence to the budget estimates and ensurevalue for money is realized. |
