...On 27thAugust 2010, Kenya promulgated a new constitution which ushered in the devolved system government with two levels of government National and County.The Fourth Schedule of the Constitution sets out the distribution of functions between the national government and the County governments. On the basis of the foregoing, the Governors manifesto and the views collected during public participation, a County Integrated Development Plan (CIDP) was developed. This County Annual Development Plan (CADP) has been developed in tandem with the County Integrated Development Plan (CIDP).This County Annual Development Plan (CADP) gives priority to the local socio-economic development issues and sets out a targeted development plan which aims at tackling the basics of life within the County.The development projects and programmes identified in this CADP were identified through various consultative forums at sub-County and ward level during the County budget making process
