The County Fiscal Strategy Paper (CFSP) is prepared in line with Section 117 of thePFM Act, 2012. This is the third CFSP to be prepared in the implementation of thesecond generation of the County Integrated Development Plan (CIDP) 2018-2022.The Paper sets out the county's priority programs to be implemented in the FinancialYear (FY) 2020-2021 and over the medium term.The focus in the FY 2020-21 and over the medium term will be in the implementationof programmes in Agriculture, Water, Health, Roads, Trade and Urban Development.These strategic priorities are capital intensive and taking into account the limitationin our resource envelope, their implementation will therefore be spread over themedium-term period. Proper implementation of these programs as expounded in thisCFSP will raise county economic efficiency and productivity and in turn, make ourcounty competitive, thus creating vast opportunities for productive jobs and securinglivelihoods and are in harmony with the Big Four Agenda of the NationalGovernment for the realization of the Kenya Vision 2030.
