The County Budget Review and Outlook Paper (CBROP) is prepared in line with section 118 (1) ofthe Public Finance Management Act, 2012. It reviews the actual fiscal performance of the financialyear 2016/17 and makes comparisons to the budget appropriations of the same year. It also providesthe recent economic developments and the updated economic and financial forecast with sufficientinformation to show changes from the forecast in the County Fiscal Strategy Paper (CFSP), February,2016.In reviewing the fiscal performance, this Paper analyzes the performance of the Countys revenue anddepartmental expenditures for the 2016/17 FY and causes for any deviations are also highlighted.This Paper provides an overview of how the actual performance of the FY affected our compliancewith the Fiscal Responsibility Principles and the financial objectives as outlined in the County FiscalStrategy Paper, 2016 (CFSP).The CBROP will play a critical role in the preparation of the 2018/19 FY budget and management ofpublic resources in the County Government. To strengthen the budget preparation process, the CountyGovernment will continue to embrace performance budgeting, stakeholder involvement and deepenpublic financial reforms to increase efficiency and effectiveness in service delivery and value formoney.The County Government is committed to implementation of its development agenda by allocatingresources to priority areas in a transparent and accountable manner and by improving service deliveryto the satisfaction of its residents.
