Description | Investments in the right infrastructure, human resources, and materials are critical to achieving improved health for Kenyan citizens. The governments challenge is to ensure that those investments are used for their intended purposes, rationalized against existing services and needs, and accountable to taxpayers. The development of a new constitutional framework in Kenya, which gives every citizen the right to the highest attainable standard of health and devolves significant authority to counties, offers an opportunity to establish new mechanisms for financial transfers, decision making, and service delivery to improve the Kenyan health system. Within the new constitutional framework, counties can access multiple funding sources for health, including a formula-based share of national revenue and revenue from local fees |
