...The County Fiscal Strategy Paper 2019 is an articulation of economic policies and sectorpriority programs that the County intends to implement in the 2019/2020 financial year, asdocumented in the CIDP 2018-2022.The predominant objective of this paper is to consolidate our future development endeavors,taking into consideration the challenges faced in implementing previous government policies andprograms. This gives a clear fiscal direction to the county as efforts are made towards realizationof the Kenya Vision 2030, CIDP 2018-2022, the national big four and the Nyamira County bigfour agenda.The transformation agenda in the year 2019/2020 is a journey towards creating wealth and socioeconomic prosperity of the County residents. This would be achieved through investments by thecounty government on human capital, infrastructural development, promotion of health services,enhancement of agricultural services as well as water and environmental conservation. TheGovernment will adopt a holistic approach in matters of development and service delivery. Thecounty government therefore envisages develop policies and legislations that will attract andretain investments, capital and skilled manpower; promote security and social cohesion thatare prerequisites for socio-economic growth and development.The actualization of this this paper is also based on the collaborations and inter-linkageswith all government sectors, the County Assembly, the national government, developmentpartners, the public and all other key players. This network would enhance clear oversightroles; promote public private partnerships; upscale inter-governmental relations; enhancepublic engagement and civic education; and lastly promote monitoring and evaluation. Thiswill create an enabling environment as we walk along the development path outlined in thisdocument.
