...This is the second Citizens Budget to be prepared by Kajiado County Government. The PFM, Regulations, 2015 Section 6 (2) states that The County Treasuries shall arrange for effective public participation during the development of their annual budget estimates including the publication of citizens budgets which shall explain and summarize the budget proposals. In this regard, the FY 2019/20 Citizens Budget provides a summary of approved revenue estimates, expenditure estimates, thematic development areas of focus, and development projects. The Kshs.10.3 billion budget is Programme Based and links with the County Integrated Development Plan (CIDP) 2018-2022, Annual Development Plan (ADP) 2019/20, 2019 CFSP, and the Big Four Agenda. During the Medium Term, the County Government of Kajiado aims at 'Fostering Social Economic and Political Development for Sustainable Growth'. As indicated in the 2019 County Fiscal Strategy Paper (CFSP), the FY 2019/20 budget will focus on the following thematic areas: food security and improved nutrition; Ensure healthy lives and promote well-being for all ages; ensure availability and sustainable management of water and sanitation for all; infrastructural development to support economic growth and value addition for increased income. I acknowledge the support offered by The Governor H.E. Mr. Joseph ole Lenku, The Deputy Governor, H.E Martin Moshisho and the entire County Executive Committee in preparing the budget. Appreciation goes to our honorable members of the Kajiado County Assembly led by the Hon. Speaker Mr. Johnson Osoi in ensuring full representation of the public in this process. The preparation process was fully participatory with stakeholders taking part in the planning and budgeting phases. I therefore recognize all county residents for participating in this process. Appreciation goes to all staff of the County Government for their effort in making the process a success. I wish also to acknowledge all stakeholders for taking part in the preparation of the FY 2019/20 budget estimates. I recognize the effort of the Budget and Economic Department in spearheading the process of developing this citizens budget led by Chief Officer Mr. Morris Kaaka.
